The Former President's Woke Warning Overlooks The Continent's True Danger: Technological Stagnation.

The recent US security policy document presents a flawed view of the European Union. It claims that open-border policies and so-called "progressive" agendas represent an existential threat to European civilization. Yet, this perspective is based on a serious misreading of the situation. The actual danger confronting Europe is not cultural but economic and technological backwardness.

The Stark Economic Gap Separating Europe and the US

The data reveal a stark contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a paltry 13.5% growth for the European Union. During this period, EU GDP per capita fell from 76.5% to just half of the US level. Strikingly, even Mississippi now has a greater average income than major European economies like Italy and France.

Currently, about half of the world’s top fifty tech companies are US-based, while a mere four are European.

The Technological Shortfall: A Critical Question

The growing economic gap is driven by superior efficiency gains in the US, fueled by technological innovation and higher total factor productivity. The scene of world technology dominance is decidedly American. Over the past five decades, hundreds of American startups have grown into companies valued at more than $10bn, compared with only fourteen in Europe.

This gap prompts a pressing question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU stand? Most analysts agree it is essentially a contest between two between the US and China, with Europe starting at a clear disadvantage.

Root Causes of the Continent's Technological Lag

A number of key factors account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile system for financing new ventures. Europe still lacks a true unified investment market, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hamper Europe. A American entrepreneur can launch a product under a single set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is divided among twenty-seven separate regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was once met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, there are causes for hope. Policymakers are growing more conscious of the severe threat and have begun to propose substantial change. Notable reports on EU competitiveness and the single market highlight the necessity of sweeping changes.

Given appropriate incentives and regulatory reforms, these assets might enable much higher levels of business-led breakthroughs.

Europe retains significant advantages: high-quality workforce, excellent education systems, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these elements could unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of world influence.
